Around this time last year when Steam changed the recommended regional prices, with those two countries being the most affected by it, we choose to not do increase the regional prices, as would impact the players of that countries. But over this last year a considerable cut of sales came from these two countries, without a corresponding players increase. So, it is likely that people are still changing their region to take advantage of the regional prices.
